RISK MANAGEMENT OFFICER, ORANGE COUNTY, NY
The Opportunity
Orange County, NY, a growing County 50 miles north of New York City is seeking an experienced, forward-thinking Risk Management Officer to lead our comprehensive risk, insurance, and employee benefits programs.
Reporting to the County Executive and working with wide latitude for independent judgment, you will serve as the chief manager and architect of Orange County’s risk management strategy. In this role, you will manage an 11-person team and oversee everything from multi-million dollar insurance portfolios to safety protocols for high-profile community events like Freedom Fest and the New York Airshow. You will work closely with the Department of Human Resources in benefit related matters and the County Law Department in evaluating and reviewing/approving settlements of various legal claims.
Key Responsibilities
- Strategic Insurance Procurement: Determine needs and procure all coverage lines for County operations, including general liability, cyber, law enforcement, aviation, environmental, property, and special events.
- Risk & Loss Control: Working with experienced staff, proactively review County facilities, programs, and operations to identify, evaluate, and mitigate hazards, preventing financial loss before it happens.
- Claims & Litigation Advisory: Advise on, participate in, and approve the settlement of legal claims and the setting of loss reserves.
- Vendor & TPA Management: Oversee third-party provider agreements for liability, workers’ compensation, and dental/vision insurance.
- Comprehensive Benefits Leadership: Supervise the administration of health, hospitalization, and prescription drug benefits for active employees and retirees in alignment with union collective bargaining agreements and the NYS Department of Civil Service.
- Team Leadership: Inspire, manage, and develop a dedicated support staff of risk and benefits professionals.
What We Are Looking For (Minimum Qualifications)
To be considered for this leadership role, you must meet one of the following criteria:
- Option A: A Master’s Degree plus two (2) years of professional experience with a public or private agency involving insurance claims, claims adjustments, or safety loss prevention programs.
- Option B: A Bachelor’s Degree plus four (4) years of the professional experience described above.
Note: Degrees must be from an accredited US institution or include independent verification of foreign equivalency.
Compensation & Total Rewards
Orange County offers a highly competitive salary up to $193,279.36 (the prior incumbent was paid $158,039) based on your depth of experience, alongside an exceptional public-sector benefits package that includes:
