Leverage your deep expertise and leadership to guide cutting-edge projects, fostering growth and innovation in a dynamic environment. As a Lead Technical Program Manager - Portfolio & Government Management in Corporate Data and Analytics Services (CDAS), you will be responsible for overseeing the governance and management of the technology division's project portfolio. This role ensures that all projects and programs align with the strategic objectives of the organization, adhere to best practices, and deliver value. The Lead Technical Program Manager - Portfolio & Government Management will work closely with project managers, stakeholders, and senior leadership to establish and maintain governance frameworks, monitor portfolio performance, and drive continuous improvement.Job responsibilities
- Ensure alignment with organizational goals, industry standards, and regulatory requirements.
- Oversee the technology division's project portfolio, ensuring projects are prioritized and aligned with strategic objectives.
- Monitor and report on portfolio performance, including key metrics such as budget, schedule, scope, milestones, and resource utilization.
- Ensure meaningful milestones are established and progress is tracked towards completion, with timely identification of obstacles, delays, or potential for missing target milestone dates.
- Collaborate with cross-functional teams, including engineering, product, and business stakeholders, to define program scope, objectives, and deliverables, ensuring alignment with overall business goals.
- Provide regular updates and reports to executive leadership on portfolio status, risks, and issues.
- Act as a liaison between the PMO and other departments to ensure cohesive project execution.
- Guide the identification and mitigation of risks, proactively addressing potential roadblocks and implementing contingency plans to maintain project and program momentum.
- Ensure timely escalation and resolution of critical risks and issues.
- Utilize advanced analytical reasoning to assess program performance, identify areas for improvement, and implement data-driven optimizations to enhance efficiency and effectiveness.
- Champion the adoption of agile methodologies and technical solutions, fostering a culture of continuous learning and innovation within the team.
Required qualifications, capabilities, and skills
- 5+ years of proven experience in technical program/portfolio management, with at least 3 years in a portfolio governance role, leading complex technology projects and programs in a large organization.
- Strong understanding of project management methodologies (e.g., Agile, Waterfall) and governance frameworks.
- Proficiency in project management and portfolio management tools (e.g., MS Project, JIRA, Clarity PPM).
- Strong communication and interpersonal skills, with the ability to engage and influence stakeholders and colleagues at all levels.
- Advanced expertise in stakeholder management, with the ability to establish productive working relationships and influence decision-making across cross-functional teams and clients.
- Demonstrated proficiency in applying analytical reasoning and problem-solving techniques to break down business, technical, or operational objectives into manageable tasks and activities.
Preferred qualifications, capabilities, and skills
- Knowledge of Pulse and Team Central
- Ability to coach and train project managers, scrum masters, and product owners.
- Ensuring lineage between Agile and Waterfall project management status reporting and milestone tracking.
- Attention to detail and using data to "tell the story" and drive decision-making.
- Highly driven and schedule focused
